What is a Minimum Equipment List (MEL)?
A Minimum Equipment List (MEL) is an approved document that allows an aircraft to be dispatched for flight with certain instruments, equipment, or systems inoperative, under specific conditions and limitations. It is derived from the aircraft manufacturer's Master Minimum Equipment List (MMEL), which is produced in coordination with the certifying authority (e.g., EASA, FAA).
The MEL is operator-specific: each airline takes the MMEL as a baseline and produces its own MEL, which may be more restrictive than the MMEL but never more permissive. The MEL must be approved by the relevant aviation authority before it can be used operationally.
Why Does the MEL Exist?
Modern transport-category aircraft are designed with significant redundancy. Many systems have duplicate or triplicate components precisely because the failure of a single item does not necessarily render the aircraft unsafe to fly. The MEL formalises this philosophy by identifying which items may be inoperative, for how long, and under what conditions — avoiding unnecessary delays or cancellations while maintaining an acceptable level of safety.
Without an MEL, any unserviceability would legally ground the aircraft until repaired, which would be operationally impractical and, in many cases, unnecessarily conservative given the built-in redundancy.
The Relationship: MMEL → MEL → CDL
- MMEL (Master MEL): Produced by the aircraft manufacturer and approved by the certifying authority. It is the most permissive document and sets the upper boundary.
- MEL (Minimum Equipment List): Derived from the MMEL by the operator. It is tailored to the operator's route network, maintenance capability, and operational environment. Always equal to or more restrictive than the MMEL.
- CDL (Configuration Deviation List): A separate but related document that covers missing or damaged external aircraft components (e.g., fairings, panels). The CDL is part of the Aircraft Flight Manual (AFM) and may impose performance penalties.
MEL Item Categories
Each MEL item is assigned a Rectification Interval Category that defines the maximum time the aircraft may be operated with that item inoperative:
- Category A: Items that must be repaired within a specific number of calendar days stated in the remarks column (e.g., 3 days, 10 days). No standard interval — check the specific item.
- Category B: Items that must be repaired within 3 consecutive calendar days, excluding the day the defect is recorded.
- Category C: Items that must be repaired within 10 consecutive calendar days, excluding the day the defect is recorded.
- Category D: Items that must be repaired within 120 consecutive calendar days, excluding the day the defect is recorded.
Always confirm the exact rectification intervals against your operator's approved MEL and applicable authority regulations, as these may differ from the standard MMEL definitions.
How an MEL Item is Structured
A typical MEL item contains the following elements:
- Item Number: Corresponds to the ATA chapter system for easy cross-referencing.
- Item Name: Description of the system or component.
- Number Installed / Number Required for Dispatch: Indicates how many units are fitted and the minimum number needed to depart.
- Category: The rectification interval category (A, B, C, or D).
- Remarks / Exceptions: Conditions, limitations, or procedures that must be complied with. These may reference (M) Maintenance procedures and/or (O) Operational procedures.
(M) and (O) Procedures
Many MEL items carry placards or require specific actions before dispatch:
- (M) — Maintenance Procedure: A task that must be performed by, or under the supervision of, licensed maintenance personnel before the aircraft is dispatched. Examples include pulling and collaring a circuit breaker or installing a deactivation pin.
- (O) — Operational Procedure: A task or limitation that the flight crew must comply with. This may include revised checklists, performance adjustments, or route/weather restrictions. Crews must be familiar with the relevant (O) procedure before accepting the aircraft.
Dispatch Process and Crew Responsibilities
When a defect is raised in the Aircraft Technical Log (ATL) and an MEL deferral is applied, the following general process applies (confirm exact procedures with your operator's Operations Manual):
- Maintenance identifies the defect and determines whether an MEL item applies.
- If applicable, maintenance applies the relevant (M) procedure and records the deferral in the ATL, noting the category and the latest rectification date.
- The commander reviews the deferral and any associated (O) procedures before accepting the aircraft.
- The commander confirms that the inoperative item does not conflict with other MEL deferrals, route requirements, weather minima, or performance limitations.
- If acceptable, the commander signs for the aircraft and ensures the crew is briefed on any operational impact.
Important: The commander always retains the authority — and the responsibility — to refuse dispatch if, in their professional judgement, the combination of defects or operational conditions makes the flight unsafe, even if each individual deferral is technically permissible.
MEL and Airworthiness — Key Principles
- An aircraft dispatched under the MEL remains legally airworthy, provided all conditions and procedures are met.
- MEL deferrals are not cumulative by default: the combined effect of multiple deferrals must be assessed. Some items explicitly state they cannot be deferred simultaneously with other specific items.
- The MEL does not override mandatory Airworthiness Directives (ADs) or required equipment for the type of operation (e.g., ETOPS, RVSM, CAT III).
- Equipment required by international regulations (e.g., TCAS, GPWS, ELT) may only be deferred if the MMEL/MEL specifically permits it.
